If we're using devel/patch, then we know that we can create backup files
and how, so set this.
Fixes problems observed under (at least) IRIX, where otherwise a call to

gpatch ${_PATCH_BACKUP_ARG} .orig <patch

would fail, as ${_PATCH_BACKUP_ARG} would be the empty string.
