devel/librelp: Update to 1.2.16.

- API changes
  - add new API: relpSrvSetOversizeMode()
  - add new API: relpSrvSetLstnAddr()
- support additional hashes for fingerprint mode
- bugfix: potential memory leak
- bugfix: memory leak on protocol error
- fixed a couple of minor issues
