Apologies, the HTML report is inaccurately attributing these new 
failures to the github actions bot.

I've been doing a bunch of infrastructure improvements, and this build 
is now triggered automatically by Jenkins and will perform a new build 
every time GitHub is updated (once max per run), but I forgot that it 
defaults to shallow clones, and so bob is unable to determine the 
correct history and has to assume it was caused by the tip commit.

I'll fix this now, but there may be a few more in-progress builds that 
will link to the wrong commit.  Otherwise everything is accurate, these 
are legit new failures.
