Quick findings (on macOS 13.1, but still aarch64):

- Problem persists with lang/erlang and lang/elixir updated locally with 
the newest releases
- The corresponding packages in Homebrew and MacPorts don't do any 
special patching
- "make patch" and then running "gmake" directly in ${WRKSRC} builds 
fine, as we might expect

So it looks like something pkgsrc-specific.
