It only fails if LOCALBASE is in an unusual place. The pkgsrc makefile
is using the wrong environment vars to pass the RRDtool location in,
so it's not seeing that and doing its own probe, which knows to try
looking in /usr/pkg.

However, when I tried fixing that it croaked horribly another way and
I'm not sure why yet.
