Could I just ask developers who are using ftp.netbsd.org to store
their bulk build results to put them under /pub/pkgsrc/misc, rather
than /pub/NetBSD/misc, please?

It means that the NetBSD mirrors aren't mirroring 500 MB (in my case)
of pkgsrc bulk build results.
