I saw Jonathan's bulk build
ftp://ftp0.mh.bbc.co.uk/pub/pkgsrc/pkgstat/20050214.2228/security/py-OpenSSL/.broken.inet2.html

Notice that it uses openssl, which never got packaged correctly.

 BULK>  /cache/tools/sbin/pkg_add -K /cache/pkg/var/db/pkg
 /cache/packages/All/openssl-0.9.7enb1.tgz
 tar: Unable to access bin/openssl_fips_fingerprint (No such file or
 directory)
 tar: WARNING! These file names were not selected:
 bin/openssl_fips_fingerprint

But the Broken packages list does not include that broken package
(openssl).
