During build of xfce4 meta-package it fails on building gtk3 with:

ERROR: MesaLib>=3.4.2 is not installed; can't buildlink files.

I am now building MesaLib manually from pkgsrc however it seems it should be a dependency of gtk3+-3.24.12, am I right?

I am using pkgsrc 2019Q4 and NetBSD 9.0 on amd64

Try to build xfce4 meta-package on NetBSD 9.0 from pkgsrc 2019Q4. It will fail on building gtk3+-3.24.12 due to missing MesaLib.

Correctly add MesaLib as dependency of gtk3+-3.23.12
