Yes, libappindicator3 is an optional dependency of mate-control-center
that gets enabled if it's detected in the build environment. We're a
bit inconsistent at present, because mate-polkit also has an optional
dependency on it, but we simply don't include it there. (I took a look
at this when I realized py-gtk2 was breaking the Mate meta-pkg build.
libappindicator3 is kind of curious, because at this point it's GTK3,
but its Python bindings are still dependent on py-gtk2.)

What we might want to do for now is make libappindicator3 an option,
rather than a fixed dependency. I'd be inclined to leave it as a
default-enabled option for now (which we can change later), but it
would offer a choice. (I typically build desktop packages with
non-default options that slim them down.)
