I've made a clean reinstall of the package and its dependencies and I
can confirm it works fine on my system:

$ uname -a
Linux e130 4.9.0-8-amd64 #1 SMP Debian 4.9.110-3+deb9u6 (2018-10-08)
x86_64 GNU/Linux

$ pkg_info |grep vim
vim-share-8.1.1778nb1 Data files for the vim editor (vi clone)
vim-8.1.1778nb1     Vim editor (vi clone) without GUI
