 You are right.  config.h is not installed.  My patches include config.h
 locally.  config.h seems to be generated at compile time in the root of the
 workdir.  The prior-art I was copying was in libfreerdp_core/settings.c and
 libfreerdp_core/transport.c.
 
 It turns out capabilities.h does not need to be pulled in.  Just pulling in
 config.h in libfreerdp_core/tcp.c and libfreerdp_core/listener.c solves my
 problem.
