That's very very weird.
# cd /usr/pkgsrc/devel
# grep -r expat subversion*
But subversion's configure --with-expat argument doesn't accept 'no'
as argument because:
checking for Expat... no
configure: error: Expat is required
However, I don't see this.
Does adding expat/buildlink3.mk help?
