Looks suspiciously like NAT death& EPSV - an FTP server& client that
understand (and use) EPSV (or EPRT) separated by a NAT that has no
idea what those are about (though as it is now close to 15 years since
they were added, such a thing is really inexcusable - but they certainly
  exist).

You could try disabling EPSV in the client, and see if that helps.

Otherwise, try a tcpdump of the connection, and see what is really
  happening.

If I use filezilla in passive mode, I can connect.
I noted that ftp://pi.super-computing.org/Linux/ is a softlink to ftp://pi.super-computing.org/pub/exec_Linux/ but changing MASTER_SITES to that doesn't allow the package to fetch. It still times out.

The client here (I think) is "fetch" which is what pkgsrc dictates.
I'm wondering if there are any settings like passive that can be put into the makefile that could help fetch succeed.
