Installing pkgtools/pkg_install fails with

I assume, pkg_install is not meant to be installed on NetBSD at all?

Build of pkg_install gets only triggered when updating using 
pkg_rolling-replace, and only by some packages (i.e. it seems some other 
packages install fine before pkg_install is tried). When using "pkg_chk -u" to 
update packages, pkg_install is not touched.

After the error first appeared, I removed all packages and cleared /usr/pkg. 
Then I installed all packages via "pkg_chk -a" (680 packages in total) without 
any problems. After the next CVS update, pkg_rolling-replace failed again in 
the way shown above.
