        The tool's Makefile includes the system <bsd.prog.mk>, which
        through <bsd.own.mk> sets up install(8) to use the netbsd
        source distribution's group file ("-N /usr/src/etc" above)
        instead of the system's group information.

        Build and install rpm2pkg from an unprivileged user account
        whose credentials are provided by e.g. NIS.

        Maybe set the <bsd.own.mk> NEED_OWN_INSTALL_TARGET variable
        accordingly?
