 Yes and no.  INSTALL and its friends will embedded to constant CONFIG
 in Ruby's RbConfig module.  Its purpose is a dictonary various
 parameters when Ruby was built.
 
 AFAIK, there is no easy way to override these parameters from out side
 of scripts, such as environ(7).
