 I have
    PAPERSIZE=Letter
 in mk.conf and tex DTRT without the text/papersize package installed
 at all. I don't know what happens if you don't set PAPERSIZE but do
 use the papersize package. As I noted here a while ago though, it's
 been a long long time since I've had a problem and I use tex quite a
 bit.
