Something eats the locale I set in ~/.Xclients

I do 

locale
LANG=cs_CZ.UTF-8
locale
exec xfce4-session

the first one says locale is "C"

the second one says locale is cs_CZ.UTF-8

locale in a terminal says locale is "C"
