The pkg_install-renovation merge (e.g. pkg_install after 200090201)
changes the processing order for binary packages and should have fixed
the issues related to having both /vulnerable and /All in the PKG_PATH.
It also changed to only fetch the meta data part of the packages during
dependency resolution. Do you still see this problem with a new enough
version of pkg_install?
