        configure is unable to find a suitable msgfmt for net/avahi
        on NetBSD 3.0

        I use pkg_comp with NetBSD 3.0 release sets (incl XFree86), and libkver
        to obtain a NetBSD 3.0 environment.

        I noticed that msgfmt was not included with USE_TOOLS, so I
        tried adding that, without significant difference (the error log
        above comes from a build with USE_TOOLS+= msgfmt - details might
        have varied slightly without it, but the basic problem was the same)
