I object this. Having used FreeBSD's pkg_add for a long, the PKG_PATH
handling in it is more annoying than helpful. It is important to
consider whether or not we even *can* provide a sane default.
Some important questions to consider for a default is the choice of a
mirror. Another good question is where it should be set. With the
pkg_install-renovation branch we get a proper configuration file for
pkg_install and its components. Putting PKG_PATH in that, maybe with a
commented out default point to ftp.netbsd.org, is better than some magic
