 You probably need to set
 
     PKG_SYSCONFBASE=/etc
 
 or some other non-default value.  My guess is that the installed
 script only looks at the default location inside ${LOCALBASE}.
 However, the rest of the pkgsrc framework respects the setting
 and installs /etc/pear.conf as expected.
 
 I haven't tested this theory, though, as I don't have a spare
 machine to play with at the moment.
