 # pkg_admin config-var PKGVULNURL
 ftp://ftp.NetBSD.org/pub/NetBSD/packages/vulns/pkg-vulnerabilities.gz

This works on both IRIX boxen - one with a pkg_install.conf picks up
the URL from here, and the output of the other is as above... so this
 part appears to work.
