 If GNU_CONFIGURE=yes, "c" is automatically added to USE_LANGUAGES.
 At least on NetBSD 4.0,
 % cd /usr/pkgsrc/misc/m17n-db
 % make show-var VARNAME=USE_LANGUAGES
  c
