I thought there were other packages with such a dependency, as I have several
docbook packages that were installed as dependencies.  Now that I look closer,
it looks as if they were installed when I was building doc/guide, so maybe
that's the full story.

OTOH, if there are (more than a few) packages that need docbook to generate
useful documentation, then forcing the dependency is less distasteful, IMO
(but I do not have other examples at the moment).

Another alternative might be to handle docbook-to-man via options in the
packages that need it.  Just a thought.
