I encountered the exact same error on my fresh netbsd-4 i386 system.
However the problem was that my pkgsrc tree was out-of-date. Building
the current pkgsrc/lang/perl5 module works A-OK.
Note this PR may be related to PR#25677 too.
So, I think both these PRs can probably be closed now.
