well after some further offline discussion it is clear that I still 
misunderstood what the guide was saying.  "Chain of compilers" does
not mean a list of available compilers like "sunpro gcc" but rather a
chain of tools that work together like "distcc gcc".

I have added an additional note to the documentation to help clarify 
this for users such as myself who are easily confused.  I'll close this 
PR and bring up the broader question of how to allow a list of available 
compilers on tech-pkg@
