Most scripts in ${PREFIX}/bin relay on the ability to call other parts
of TeX with the basename, e.g. kpsewhich is not called with relative
path. This is bogus IMO and should be fixed.

Additionally do some scripts call Perl without depending on it or using
the correct path either.
Try to install a binary package of teTeX-bin-3.0 before nb14 and without
having ${PREFIX}/bin in the PATH.
The INSTALL script was modified as band aid and that change should most
liekly be removed later with a real fix. I don't have the time to modify
every shell script though.
