When I install KDE without the kdemultimedia package, I can play ogg files, e. g. as sound notifications for kmail, kopete, konversation.
When kdemultimedia is installed, I can't play ogg files anymore, not as sound notifications for kmail, kopete, konversation etc., and not with noatun. This problem exists at least since a few KDE versions, up to the latest (3.5.5).
