The following packages failed for me using MAKE_JOBS=2

lang/clisp
graphics/MesaLib
devel/autoconf

There are others, but I did not make a list.  As I come across more, I will record them and update this PR.

Use MAKE_JOBS>1 with the above.

Add MAKE_JOBS_SAFE=no to package makefiles.
