In section 19.2 of the pkgsrc guide, "Submitting source packages", the
user is instructed to send-pr with category "pkg".  Since send-pr is not
part of the pkgsrc bootstrap, so will be unavailable outside of NetBSD.

It might be worth providing a link to the www send-pr form that is
linked to at the end of http://netbsd.org/Misc/send-pr.html

Is there a way to get send-pr in pkgsrc other than installing
databases/gnats?  The only portable alternative to the web form appears
to be sysutils/gtk-send-pr.
