 Just to let you know, the NetBSD team recently started a project to 
 evaluate alternative (and maybe better) bug tracking systems.
 
 (I am current working on installing bugzilla for a customer. I have used 
 it for a few years as a user but not as an administrator. I have not 
 noticed if it has email or command-line based administration. If it 
 requires a web browser for the capabilities we can easily do with gnats, 
 then it will not be considered as an upgrade. I do agree though that 
 gnats does have some end-user limitations.)
