 I don't think this is specific to amd64.
 
 Jlam recently added msgfmt to USE_TOOLS.
 For some reason, the lynx binary includes the path to this tool.
 That doesn't seem necessary.
 
 This doesn't prevent the install, but it does prevent packaging,
 which counts as a build failure in a bulk build.
 
 I tried setting PKG_DEVELOPER=no, and the problem still happens.
 When I unset PKG_DEVELOPER, the problem went away.
