 Update to 1.28:
 - PKG_SYSCONFDIR cannot be set by mk.conf; it is PKG_SYSCONFBASE.  This was
   correct in one place but incorrect in another.  Fixes PR pkg/33061 by
   Yoshito Komatsu.
