Sorry, I can't reproduce this now - whatever the problem was, it
clearly wasn't as simple as I imagined.

This time I started with an empty pkg_comp arena, installed
from my binary package of p5-XML-Parser-2.34nb3 (which was the
version I had had installed when I initially found the problem)
(along with the things it needs naturally, expat, & of course, perl)

With just this, textproc/intltool built just fine, without the problems
 I had seen earlier.

Most likely, upgrading textproc/p5-XML-Parser simply had the effect
of replacing some file that some other pkg_delete had incorrectly
removed (unnoticed conflicting packages, maybe) from the supposedly
 installed nb3 version.

There's no way that I can hope to recreate the circumstances that led
up to this, and perhaps discover what had gone missing, so please just
close this PR, and forget it. Apologies for the bother.
