This is not a problem per se (although I prefectly understand your motives,
and your frustration).  The binary packages the NetBSD Foundation provides
are _a_ distribution from pkgsrc.  All possible options selections cannot
possibly be supported in a binary distribution.  The choice here is to make
apache-1.3 the default Apache version.
While I don't see any problem here, I think there is matter to discuss about
the default options across pkgsrc.  Please create a thread on tech-pkg
instead.
