I've tried to reproduce this problem but wasn't able to. The latest package
tools built from the "netbsd-3" work fine for me on two different
NetBSD 3.0_RC3 systems. This includes using "pkg_chk -u" which built
some package from sources and installed some binary packages without
problems. I've also run "pkg_admin rebuild" which worked fine.

From the evidence that Martin sent me privately it looks that it might
be a problem in the version of "pkgsrc/mk/bsd.pkg.mk" he is using.
But there is no evidence supporting problems within the package tools.
The error message about the "standalone-tcsh" was caused by a corrupt
 "+CONTENTS" file in "/var/db/pkg".

 	Kind regards
