I had a look at this archive file
   ftp://ftp.cs.umn.edu/pub/NetBSD/NetBSD/packages/pkgsrc.tar.gz

and it does _not_ contain an apache2 package for version 2.0.49
 but for 2.0.54.

The fact that the archive file is outdated (the symlink points to a
file from 2005-04-30) is another data point that we have to reorganize
our mirrors :-/, but that's a different issue.

I cannot see why the Makefile in www/apache2 should try to download
 2.0.49.

Reporting errors like this should never be considered wasting time.
