some packages are not built and installed when compiling
swi-prolog-packages. This includes notably clib. Reason is
that the configure scripts rely on plld and swi-prolog being
present in src/ but they aren't there at configure time.
The pkgsrc Makefile creates them pre-build,
when it should be created pre-configure.

Build and install swi-prolog-packages. Notice that clib (which
includes socket.pl, unix, etc) isn't installed.
