Adding empty RUBY_DIST_SUBDIR might help.

I may take time to reflect recent Ruby's distfiles change to Q3 branch.

It was borrow from FreeBSD's ports which was the base of Ruby package
framework. AFAIR, its intention was:
- avoid potential name conflicts; some distfiles begin from "ruby-"
but others don't.
- gather ruby related distfiles to one area.
