 Where does it say so?  I only read "Qt 3.3.0+, both the runtime libraries
 and development libraries", which doesn't explicitly state that it needs
 the development libraries at run-time.  qt3-tools only contains some
 developement tools and a lot of mkspecs, things which aren't needed for the
 program to run, only to build.  I (briefly) tested scribus after pkg_delete
 -f qt3-tools, and it ran just fine.
