Synopsis: BSDPAN support for perl5

Speaking as the perl package maintainer for pkgsrc, we will not be
using BSDPAN ever.  There are too many ways to break things in subtle
ways and it's not worth the "convenience" for the maintenance headaches.  
If there are perl modules that pkgsrc should be aware of, a proper
package will be created in pkgsrc.
