 The suggestion to default DEPENDS_TARGET to bin-install when bin-install is 
 the primary target is in fact the way it's supposed to work (since Apr 2002), 
 but it hasn't worked that way since Oct 2003. Therefore this PR is an instance 
 of PR 30928.
