Thank you for pointing this out. It was fixed in BOOTSTRAP_VERSION
20050419, not in the new tools framework. But it only works for
Linux with groff-1.18.1. We need a more general way to set TMACDIR
in boostrap/mods/mk/*.bsd.man.mk.
