The libiconv builtin.mk file was modified as part of the massive builtin.mk
file cleanup on June 1st so treat glibc's iconv as good enough to use, and
causes USE_BUILTIN.iconv to be set to "yes".  Please let me know if this
fixes the build of php-iconv.  Thanks!
