I believe that this was fixed by the recent overhaul of the builtin.mk
files and the restructuring of how builtin.mk and buildlink3.mk files
are included in pkgsrc.  Can you check whether this problem still
exists?  The example presented in the tech-pkg@ message referenced in
this PR is now fixed, but I'm not aware of other test cases to try.
