        In bsd.buildlink3.mk, bsd.builtin.mk is included before
        the check for USE_X11.  When reading bsd.builtin.mk,
        Xlib's buildlink file is not included.  Therefore some
        packages' builtin.mk files which are depended upon by
        Xlib are not read.
