I have had similar problems. I think it is caused because xdm is starting
up on wrong console. To fix the problem under Linux using Xorg's xdm my
xdm/Xservers configuration has:
:0 local /usr/X11R6/bin/X vt7 -dpi 100 -nolisten tcp
(You mention that xdm doesn't have this problem, because I assume it
starts on correct console.)
This is a very common problem.
Maybe check your kdmrc configuration to see if it has:
ServerVTs=-7
(Maybe in [General] section.)
