 Actually, that's the main advantage.   Not specifically that one has
 to be root do do it, but that ...

 is not forced upon the users (nor is the option removed).   As I read it,
 the intent of the PR was for the system to "just work" for your average user,
 who doesn't really even want to know it is possible to make a choice.
 
 The env vars that exist will continue to exist, and to work just fine.
 And users that understand what they're doing can use functions like yours
 (I do something similar, though I prefer not to set MANPATH or the X
 env vars, for me, the system defaults generally just work fine).
