That's a pretty lame excuse for such a simple change.  Can't you read
diffs and figure out how to manually apply these few changes?

Even if you cannot, don't you see that the diff is against a known
revision and thus can't you apply to the patch to that revision and then move it forward with your own changes? I.e. can't you figure out how to
fix your own merge conflicts instead of asking me to do your work for
you?

Speaking purely for myself, not on behalf of the Project or the Foundation or of anyone else:

NetBSD developers are typically nice, patient people who want to do the right thing. You're welcome to abuse them as you see fit. You're welcome to submit patches against whichever revision of the publicly available source tree you like. If you're as smart as you are persistent, you won't expect either behavior (let alone a charming combination of both) to help get your ideas and/or work adopted.

I don't want to discourage you from contributing to NetBSD, but I do want to discourage you from contributing in this particular fashion. You can do better, and I for one look forward to it.
